Headlight aiming can be an important factor in glare, but it doesn't seem to be the cause of what we are seeing on the road. The frequency of the problem and the magnitude of the glare isn't seem to be consistent with the frequency of upward headlight misalignment in any study. Additionally the magnitude of glare that is being measured on the road FAR exceeds glare levels from NHTSA or IIHS test data.
The image on this post is of blinding headlights. These headlights are mounted high, but are properly aimed. The camera is directly in front of the headlights and there is NO LEGAL LIMIT to the brightness of light (luminous intensity) in this location in FMVSS 108 Table XIX for LB2V headlights.
